National Report on the State and Prospects for the Development of Education in Ukraine: the contribution of scientists from the Institute for Digitalisation of Education to the creation of a strategic document

To mark the 35th anniversary of Ukraine’s Independence, the National Academy of Educational Sciences of Ukraine has prepared a fundamental scientific publication that presents a comprehensive analysis of the development of Ukrainian education over the past 35 years of independence and outlines priority areas for its restoration and transformation in the context of war, European integration, and digital change.
The preparation of the National Report was the result of large-scale collective work by scientific institutions of the National Academy of Educational Sciences of Ukraine. A significant contribution to the formation of its content was made by scientists from the Institute for Digitalisation of Education of the National Academy of Educational Sciences of Ukraine, who actively participated in collecting and analysing materials, preparing individual thematic sections, summarizing research results, forming a coherent structure of the document, and creating modern presentation materials to popularize its main provisions.

The monograph provides a comprehensive analysis of the current state of the Ukrainian education system, identifies key challenges, and proposes scientifically grounded approaches to its further development. Particular attention is paid to the consequences of full-scale Russian aggression, issues of ensuring the continuity of education, digital transformation, integration into the European educational space, and the formation of a sustainable education system.

The publication covers a wide range of current areas of educational development, including:

  • education in wartime and post-war reconstruction;
  • public opinion on the development of education;
  • strategies for the development of all levels of education – from preschool to adult education;
  • professional development of pedagogical and scientific and pedagogical workers;
  • psychological support for participants in the educational process;
  • information security of the educational environment;
  • artificial intelligence as a new imperative for the digital transformation of education;
  • European and international integration of Ukrainian education;
  • scientific and methodological support for the development of education;
  • information, library and resource support;
  • financial mechanisms for ensuring the sustainable development of the education system.

One of the directions of the Institute’s work was also the popularization of the results of the National Report using the latest digital technologies. Based on the text of the monograph, a short multimedia presentation was prepared using the NotebookLM service. It is precisely the areas related to the digitalization of education, the development of digital infrastructure, information security, the use of artificial intelligence, digital educational resources and modern information technologies that have become one of those in the development of which scientists of the Institute for the Digitalisation of Education have worked particularly actively.

We are convinced that the National Report will become an important source for legislators, state authorities, heads of educational institutions, pedagogical and scientific-pedagogical workers, researchers and everyone involved in the formation of modern educational policy in Ukraine. At the same time, the participation of scientists from the Institute for Digitalisation of Education in its creation confirms the significant role of the Institute in the scientific support of the digital transformation of education and the development of the modern educational ecosystem of Ukraine.
